NOTE: THERE ARE SEVERE PENALTIES FOR THE IMPROPER USE OF FLARES. FALSELY INDICATING DISTRESS NOT ONLY CARRIES A SEVERE PENALTY, BUT CAN ALSO WASTE TIME & RESOURCES, POSSIBLY EVEN WEAKENING THE ABILITY TO RESPOND TO A REAL EMERGENCY.  FLARES SHOULD NOT BE USED UNLESS AN EMERGENCY EXISTS, EVEN DURING 4TH OF JULY CELEBRATIONS. SECTOR HAMPTON ROADS GRANTS THE COAST GUARD & AUXILIARY PERMISSION TO USE FLARES FOR A LIMITED SPECIFIED TIME DURING TRAINING EVOLUTIONS.
